Summit Group’s Expansion into Ports, Fibre Optics and LNG

While Summit Group is best known as Bangladesh’s largest independent power producer, the conglomerate has systematically diversified beyond electricity generation into multiple infrastructure sectors. This expansion has positioned Summit as a comprehensive infrastructure player addressing Bangladesh’s development needs across several critical domains.

“Our businesses are in physical infrastructure, ports, fibre optics and electricity generation,” explains Muhammed Aziz Khan, founder and chairman of Summit Group.

The company’s growth beyond power generation has been deliberate. Through investments in port facilities, nationwide telecommunications networks, and liquefied natural gas infrastructure, Summit Group has positioned itself to address several of Bangladesh’s critical infrastructure gaps.

Summit Group’s Port Infrastructure Development

Summit Alliance Port Limited (SAPL), established in 2003 as a joint venture between Summit Group and Alliance Holdings Limited, has grown to become Bangladesh’s leading provider of off-dock port services. The company handles a substantial portion of Bangladesh’s containerised cargo, with operations in Chittagong Port and inland terminals.

SAPL manages more than a quarter of all containerised export shipments and around 15% of Bangladesh’s total containerised imports.

Beyond domestic operations, Summit became the first Bangladeshi company to operate port facilities outside the country. In 2018, SAPL’s subsidiary Summit Alliance Port East Gateway (India) won a contract to operate three river terminals in India: two in Kolkata and one in Patna. This marked the first Public-Private Partnership between a Bangladeshi company and the Inland Waterways Authority of India.

Summit established Bangladesh’s first privately operated off-dock port facility, originally named Ocean Containers Ltd and now operating as Summit Alliance Ports Ltd, which manages roughly 30% of the nation’s export cargo and about 10% of its import cargo.

Telecommunications and Fibre Optic Networks

Summit Communications Ltd has deployed the most extensive fibre optic network in Bangladesh, connecting population centers and providing backbone infrastructure for internet and telecommunications services.

According to the company’s website, Summit Communications has built “access to over 57,000 KM nationwide network connecting all 64 districts, 495 upazillas and more than 3,650 government offices, serving all the mobile phone operators, major ISPs and call centers all over the country.”

“Summit Communications, the first company to lay a nationwide telecommunication transmission network, covers 70 percent of Bangladesh and connects Bangladesh to India and Myanmar through terrestrial fibre,” said Muhammed Aziz Khan.

Summit Group has continued to expand its telecommunications portfolio. In 2023, Summit Towers acquired 2,012 telecom towers from Banglalink, a major mobile operator in Bangladesh, in a deal worth approximately $100 million. Through this acquisition, Summit strengthened its position in the telecommunications infrastructure sector, with Banglalink leasing back the use of these towers for at least 12 years.

Liquefied Natural Gas Operations

Summit Group’s move into liquefied natural gas (LNG) infrastructure marked another significant diversification, establishing the company as a key player in Bangladesh’s gas supply chain. Summit recently completed construction of Bangladesh’s second floating storage and regasification unit (FSRU) terminal.

The terminal, which began operations in April 2019, significantly increased Bangladesh’s natural gas supply capacity. According to Excelerate Energy, which provides the FSRU vessel for the terminal, the facility has “a send-out capacity of 500 million standard cubic feet per day (MMscf/d) of natural gas” and has increased Bangladesh’s “total natural gas supply by 25 percent.”

Rationale Behind Diversification

Muhammed Aziz Khan frames the company’s diversification in terms of addressing fundamental national infrastructure requirements.

“First of all, you have physical infrastructure and social infrastructure. Our businesses are in physical infrastructure, ports, fibre optics and electricity generation,” he says.

The conglomerate’s approach involves identifying sectors where Bangladesh faces critical infrastructure gaps and developing businesses to address these needs. In each case, whether power generation, port facilities, telecommunications, or LNG Summit has focused on establishing operations that can facilitate broader economic development in Bangladesh.

International Recognition and Future Outlook

Summit Group’s diversified infrastructure portfolio has garnered international recognition, contributing to founder Muhammed Aziz Khan’s growing reputation as one of South Asia’s prominent business leaders. Summit Group continues to pursue growth across its diverse business lines. For its telecommunications business, the company aims to leverage its expanded tower network for the rollout of advanced services like 5G while exploring emerging opportunities in digital infrastructure.

In port operations, Summit is working to expand its inland water transportation capabilities while also exploring opportunities for more international port management contracts building on its experience in India.
