About Liberty Comms
Founded in March 1998 by Dee Gibbs, Liberty Communications was created from a frustration with the traditional agency model. After years in senior in-house marketing and communications roles, Dee had repeatedly found that the senior PR agency people presented during pitches were rarely the people clients saw once the contract was signed. She wanted to build an agency around a different principle: clients should have access to experienced people, genuine partnership and a level of service that matched the promise made at the start.
That principle remains at the heart of Liberty 28 years later.
From those beginnings, the agency has grown into a B2B technology specialist working across telecoms, enterprise technology, cybersecurity, AI, cloud, data, automation, mobility, transport, fintech, retail, digital commerce and media and more. Its client base spans established global technology companies to scaleups, startups and organisations working to build entirely new markets.
The agency has deliberately remained boutique by design. Rather than competing with large international agencies on scale, Liberty has built its model around senior involvement, flexibility and close client relationships. It operates wholly owned offices in the UK, US and Portugal, supported by a global network of independent, like-minded agencies, allowing Liberty to provide international reach without losing the local knowledge and personal relationships that matter.
That model has also helped Liberty navigate some of the toughest challenges facing an independent agency. Economic uncertainty and changing marketing budgets can mean losing clients or having to rapidly adjust resources, while competing with much larger agencies can make their scale appear like an advantage.
Liberty has responded by making flexibility part of its commercial model, including flat-rate fees, transparent budget tracking, and the ability to move resources between quieter and busier periods. The agency also measures campaigns against business objectives rather than treating coverage volume as the only measure of success. 98% of clients are won following referrals, with many relationships lasting more than five years.
Liberty also invests in the future of the PR industry. The Liberty Academy, established in 2013, gives students and recent graduates practical exposure to PR and has evolved into partnerships with universities in the UK and US, including presentations, practical sessions and internship opportunities.
The agency also gives its expertise back to the startup ecosystem. For three years, Liberty has supported Startup Portugal and its SIM Conference, helping bring founders, investors and the wider technology community together. In 2024, the event attracted more than 2,000 attendees, including 40 percent international participants.
Liberty has also worked with Estonian government agencies to promote the country as a startup and technology hub. A campaign for e-Residency increased UK visits to its application page by 20%, while a partnership with Work in Estonia promoted tech talent and investment, and the pandemic-era Global Hack saw 12,000 participants from 100 countries develop over 500 ideas to tackle COVID-19.
From its early beginnings to now, Liberty has grown without losing the principle on which it was built: making experienced, effective communications support accessible to ambitious technology businesses, wherever they are in their journey.
