What Is Generative Artificial Intelligence (AI)?

Generative AI is the family of computer models that can create text, images, music or even website code after studying an enormous training set. The Central Digital and Data Office calls it “a specialised form of AI that can interpret and create high-quality output”. Unlike earlier chatbots that only matched patterns, these models start with a blank page and keep writing until they decide to stop.

The models are not thinking creatures, they just use numbers. Every word, pixel or note becomes a vector (a list of numbers) so the computer can spot patterns. The system then predicts what should come next. The Cabinet Office reminds teams that even a fluent answer is only a statistical guess, not knowledge.

Large language models, or LLMs, such as ChatGPT, Microsoft Copilot and Google Gemini sit at the heart of many current tools. Each was trained on public text scraped from the internet. In smaller settings, schools now test narrowly tuned models that work only with curriculum material.

Generative AI’s recent rise rests on cheap cloud computing, and the transformer architecture released by researchers in 2017. Transformers let the model handle far longer passages than earlier designs and keep track of context. Each token is mapped to a vector. The vector shows how that fragment relates to every other fragment the model has ever seen. A positional tag records where the token sat in the sentence, so “dog bites man” remains different from “man bites dog”.

Tokens travel through dozens of transformer layers. Inside each layer, attention heads decide how much one token should care about another at that moment. This weaving creates context: it lets the model focus on “bites” if the earlier phrase talked about teeth, or on “man” if the topic is journalism.

After the final layer, the network proposes the most likely next token and adds it to the text. The same cycle repeats until the model meets a stop rule. For pictures, sound or code the outline is the same, just with pixels or notes as tokens.

On prompts… Engineers often wrap the user’s line in hidden instructions that set tone, length or safety. The CDDO’s April 2025 guidance stresses careful “prompt engineering” as a cheap route to better replies.

Some teams add retrieval-augmented generation. The system grabs short passages from a trusted database with parliamentary papers, policy manuals or case law, then feeds them into the prompt so the model can ground its answer. Tests inside government show this really cuts hallucinations.

Software engineers lean on GitHub Copilot and AWS CodeWhisperer to predict snippets, find library calls and explain older functions. Surveys inside the Home Office show that junior coders learn faster because the tool points them to documentation instead of leaving them to search.

 

 

Teachers at Oak National Academy run a plugin named Aila that drafts lesson outlines and differentiated worksheets. The Department for Education notes that staff who used Aila cut planning time by almost half.

Banks and legal firms run retrieval-augmented chatbots trained on their own regulated document sets. These answer staff queries about policy clauses or case history without leaking data to the open internet.

Deloitte reports that 26% of UK employees have already asked Gen AI to create slide decks, while 23% let it draft meeting agendas. Those figures outpace Germany, France and Spain, showing the UK’s early-adopter streak.

Time saving is the first one, as a model that can outline a letter or draft a procurement brief gives professionals longer stretches for judgement calls that machines cannot handle.

Cost control is next where cloud providers charge per thousand tokens, so concise prompts and capped replies keep fees readable. Private hosting of smaller, open-source models can cut the bill further when data must stay on British soil.

Trusted staff data stores bring more insight. A retrieval-augmented chatbot linked to past case files, for example, can remind a housing officer of similar repairs in seconds. According to Cabinet Office trials, that speed reduces repeat site visits and caller hold-time.

The Department for Education’s spring 2025 review found that staff using Gen AI for drafting feedback felt less evening workload and more time for 1 on 1 coaching. Pupils still meet a real teacher’s voice, the machine simply prepares the first pass.

Early wins also strengthen digital skills, when public servants experiment with prompt wording, they pick up a sharper eye for bias, hidden context and data lineage skills the UK’s Digital, Data and Technology framework lists as essential for modern service design.

What Risks Should Leaders Consider?

 

Hallucination is still the main issue. Models can invent laws, dates or quotations. Ground answers in an approved database, set temperature limits, and require a human read-through on anything that leaves the building.

Next is privacy… Public chatbots may store prompts. The Information Commissioner’s Office advises against pasting personal records into open models and urges strict data handling rules even for private deployments.

Bias: if the internet stereotype appears in the model, it can surface in replies. Ethics committees inside departments now test output against equality duties and filter anything that strays.

Prompt-injection attacks can smuggle instructions that override safety. Security teams run content filters on incoming and outgoing text, log usage, and cap automated actions so no single request can send payments or alter records.

Finally, keep people in charge. UK law forbids fully automated decisions that alter legal status or benefit payments. A person must always confirm the final step, especially in welfare, border checks or public-safety settings.
