About Toro Solutions
Toro Solutions was founded in 2015 by Peter Connolly following a military career and his involvement in developing the UK’s first Red Team penetration testing methodology. That experience shaped Toro’s defining principle which is that attackers exploit gaps between cyber, physical and human security, so organisations need to assess those risks together rather than in isolation.
Working with a team that used ethical hacking, physical intrusion and social engineering to test organisations across government, financial services and critical infrastructure, Peter saw how frequently attackers could exploit weaknesses between different areas of security. Organisations might have strong cyber defences and physical security measures, but when these were managed separately, important vulnerabilities were often missed.
Toro was established to address this problem. Today, the independent UK consultancy brings together specialists in cyber security, physical security, insider threats, investigations and organisational resilience. Its approach draws on Red Team experience, looking at organisations from an attacker’s perspective to identify weaknesses that conventional assessments might overlook.
That thinking has delivered tangible results. In one recent engagement, Toro combined phishing simulations, social engineering assessments, breached credential reviews and physical penetration testing with practical staff training. The programme significantly improved security awareness and engagement. When a subsequent phishing campaign targeted the organisation, employees recognised and reported it, and not one person fell victim. The outcome showed how combining technical assessments with an understanding of human behaviour can create lasting, measurable improvements in security.
In 2026, Toro has strengthened its capabilities and expanded its contribution to the security profession. The company became an approved Defence Cyber Certification Body for Levels 0 and 1, supporting defence suppliers as they navigate new cyber assurance requirements. Its CREST accreditation and NCSC Assured Service Provider status provide independent recognition of its expertise, while its AI Protect offering addresses the security and governance challenges organisations face as they adopt AI.
One of Toro’s most significant achievements this year was establishing the Converged Security Special Interest Group within The Security Institute. Co-chaired by Toro, the group brings together professionals from different security disciplines to challenge established practices, share experience and encourage greater collaboration. For Toro, this is an opportunity to address at an industry level the same problems that led to the company’s creation.
Toro also contributes beyond its commercial work, hosting free discussions on crisis leadership, organisational resilience and emerging threats, publishing practical security resources and undertaking pro bono work.
The company continues to invest in professional standards and its people. In 2026, Director of Physical Security & Risk Gavin Wilson achieved Chartered Security Professional status, while Toro became an official supporter of the Register of Chartered Security Professionals. Internally, monthly peer nominations recognise colleagues who demonstrate its EPIC values through their work.
More than a decade after its foundation, Toro is still addressing the weaknesses Peter and his team first encountered through Red Team testing. It is turning its converged security approach into measurable client outcomes, independently recognised services and greater collaboration across the profession. By showing what becomes possible when cyber, physical and people security are managed together, Toro is helping change how organisations understand risk and build resilience.
