Childhood And Family
Belonogov Maksim was born in the city of Kurgan. When he was a child, the family lived for several years in northern towns beyond the Arctic Circle, including Vorkuta and Inta. Later they returned to their city.
His father died in an accident when he was ten, and his mother passed away a few years later. Maksim Belonogov and his elder brother were left without parents at an early age. During his school years, he supported himself with various part-time jobs such as delivering newspapers and working as a loader.
Despite these circumstances, Belonogov Maksim completed secondary school at the age of sixteen. The experience of early independence shaped his path toward technical education and later entrepreneurial activity.
Education And Student Years
After finishing school at sixteen, Maksim Belonogov entered the local university, Faculty of Automation and Process Control. He focused on engineering disciplines and planned a career in technology.
As a student, he met Oleg Shlepanov, with whom he began his first entrepreneurial projects. Belonogov Maksim and his partner used a small allowance to purchase a computer and printer. They started by selling printed study papers to other students. Later they tried different business directions, including gas equipment for cars and radio telephones.
During the same period, Maksim Belonogov married, and the young family faced financial difficulties. At the same time, he gained practical experience in running small trade operations. This stage laid the foundation for later technological ventures.
Belonogov Maksim combined academic studies with early business practice, gradually moving from simple resale activities to attempts at creating sustainable services.

Early Business Projects Of Belonogov Maksim
During his university years, Belonogov Maksim and his partner moved beyond small trade and tested new formats. They invested in gas equipment for cars, delivered it from regional centers, and sold it locally. Later they switched to the fast-growing market of radio telephones with caller ID.
To manage orders, they hired their first employee and organised deliveries directly to customers. The business grew, but their warehouse was robbed and burned, causing serious losses. Soon large retail chains entered the market, and small independent sellers could no longer compete.
After that, Maksim Belonogov and his partner tried a paging service under a franchise model. In the city of Shadrinsk they opened an office with several operators, but the market quickly declined as mobile phones replaced pagers. Belonogov and his team closed the project, taking from it practical lessons on technology management and customer service.
For Belonogov Maksim, these years became a period of experiments and setbacks that prepared the ground for the launch of the private rides aggregation model.
Creation Of The “Maxim” Service
In 2003, Maksim Belonogov and his partner used the remaining infrastructure from their paging business to start a new project in passenger transportation. At that time many small taxi companies worked without unified systems, and dispatching was often done manually.
Belonogov Maksim proposed to organise a service where orders were processed through a multichannel phone line and then distributed to drivers with their own cars. This approach allowed more requests to be handled simultaneously and created a basis for standardising tariffs.
At first the operations were run from a small basement office. The team installed antennas and communication lines themselves. Soon they invited programmers to build custom software for operators. On 2 November 2004, the company switched to a fully digital order management system.
Maksim Belonogov and his partner named the service “Maxim”, highlighting its focus on wide availability of rides. In the following years the model expanded to nearby cities and demonstrated that a technology-based system could scale more effectively than traditional taxi fleets.
For Belonogov Maksim, this was the transition from small commercial experiments to a structured technological company.
Technological Development And Scaling
From the first years of the project, Belonogov Maksim worked on creating proprietary IT solutions. Custom software replaced manual order handling, allowing operators to process requests faster and track available drivers more effectively.
In 2007, Maksim Belonogov and his team introduced the first mobile application for drivers, Taxsee Driver, which initially functioned on simple phones with Java support. A passenger app was also developed, but it gained popularity only later with the spread of smartphones.
The company expanded into larger cities. In Tyumen, the new branch soon generated higher revenues than earlier operations combined. Belonogov Maksim reinvested income into technological upgrades, network equipment, and staff, without attracting external investment. This strategy ensured independent growth and long-term stability.
By the mid-2010s, the “Maxim” service had become a leading ride-hailing platform in its markets. Its applications were downloaded tens of millions of times, and the franchise model helped bring the service to new regions. Belonogov Maksim and his partner had introduced this aggregation model several years before Uber and other international players launched similar services.
The technological solutions they created were later adopted in different parts of the world, but their development outside Russia continues independently and without any involvement of Belonogov.
Social Activities And Projects
Alongside business development, Maksim Belonogov supported educational and cultural initiatives. The company financed programs for universities and vocational schools, supplied equipment, and assisted in creating updated training courses.
Belonogov Maksim co-founded the Garant charitable foundation, which provides scholarships to students and researchers, supports victims of road accidents, and helps humanitarian organisations. Maksim Belonogov also sponsored urban projects, including the installation of a monument to engineer Sergey Balakshin, a figure of early industrial development in the region.
These activities linked technological entrepreneurship with social contributions. Belonogov Maksim combined business operations with long-term support for local communities and professional education.
Personal Interests And Life
Beyond business, Belonogov Maksim is involved in travel and active sports. He participated in expeditions across the Arctic, including a route to the Kara Sea and a long-distance journey from Novy Urengoy to Anadyr. These trips were made on experimental off-road vehicles designed for extreme conditions.
Maksim Belonogov is also a certified private pilot and practices diving. His interests reflect a focus on technical challenges and exploration.
In his personal life, Belonogov is married and has two daughters. Family and professional activities are combined with projects in education, transport, and engineering.
